About General Assistance


As a private non-profit, Northeast Iowa Community Action Corporation (NEICAC) Serves low - income individuals and families in the counties of Allamakee, Bremer, Chickasaw, Clayton, Fayette, Howard and Winneshiek in Northeast Iowa.

NEICAC Programs

NEICAC Operates a large variety of programs through it's seven county service area.

Some, but not all, of these programs are:

 Early Childhood Education (Head Start and Early Head Start),

 Housing, Family Services,

 EARL Pulbic Transit, and Energy Assistance.

 Each program has it's own eligibility requirements.

 The majority of the programs base eligibility on income. 

Northeast Iowa Community Action Corporation’s Howard County Family Service Office in Howard County is located at 204 2nd Ave E., Cresco, Iowa in the same building as Howard County Public Services.
